The ideal level of chlorine stabilizer in a pool is 20-30 ppm. 30 ppm is equivalent to 1# stabilizer per 4000 gallons of pool water. The stabilizer is added after the pool is filled, the water filtered, pH adjusted, and you have a chlorine residual of +1.5 free chlorine. Normally the stabilizer will be diluted over time due to make-up water (because of backwashing filters and water carry-out). Therefore for maximum efficiency you normally have to add about 1# stabilizer per 8000 gallons mid-season to bring your stabilizer level back up to 30 ppm. The evaporation of water does not affect dosage.
